The coming year will once again prove to be one of the tectonic tech shifts for broadcasters, with a group of leading tech executives giving their views on the trends they will face in their 2023 tech forecasts that are most likely to have an impact, a TV News Check December Working Lunch Webinar 1pm ET.
Topics will include the industry’s historic and ongoing shift from hardware to software and from on-premises to cloud, the possible increments next year, and the challenges along the way. Panelists will also discuss cybersecurity, the evolving standards of SMPTE 2110, the convergence of broadcast technology and the Internet of Things, and the many areas that streaming media opens up.

Stacey Decker
Stacey Decker, Senior Vice President, Innovation and Systems Strategy, PBS —He is responsible for developing and implementing a multifaceted strategy to advance innovation and sustainability in public media by accelerating its digital transformation.
A strategic and creative thinker with over 20 years of innovative leadership in the public media space, Decker is helping CPB develop and create strategies and services to assist the public media industry in many areas, including implementing and leveraging the new NextGen TV broadcast standard .
Prior to joining CPB, Decker was President of Public Media Management, a media management and content distribution services company, and Chief Technology Officer of Signal Infrastructure Group, a company responsible for building and operating the physical and digital infrastructure to enable all broadcasters (commercial and public) to take advantage of the full capabilities and revenue opportunities of next-generation TV ATSC 3.0.
From 2013 to 2019, Decker served as Chief Technology Officer for WGBH Boston, where he played a key role in driving the organization’s strategic planning, production, audience development and technology direction. Prior to that, Decker held technical leadership positions at Nebraska Education Telecommunications Corporation and South Dakota Public Broadcasting Corporation for 11 years.
Decker received his education in broadcasting technology while in the US Coast Guard. He also served on the PBS Technical Advisory Committee from 2010 to 2016.

Mike Palmer
Mike Palmer Senior Director, Media Management, Sinclair Broadcast Group— Prior to his current role at Sinclair, Palmer was Chief Technology Officer at Masstech, where he was responsible for defining and overseeing the company’s technology strategy to develop new technologies and enhance its position in existing and new markets.
Palmer is an active contributor to the SMPTE standard and a speaker emeritus of the MOS Protocol Group, where he led the organization for nearly 15 years and was a recipient of the 2017 Technology and Engineering Emmy Award.Palmer too Broadcast + CableTechnology Leadership Award. Both awards recognize the impact of technical standards and highly integrated systems on the work that thousands of journalists around the world do every day.
Before joining Masstech, Palmer worked for The Associated Press as Director of Design and Integration Strategy for ENPS.Earlier, Palmer held editorial and technical management positions at local, group and national levels in the United States

Tim Joyce
Tim Joyce, Senior Vice President of Engineering, Operations and Technology, Fox Television — Prior to joining FTS, Joyce served as senior vice president of media and broadcast engineering at Fox Corp. for nearly three years. Previously, he was senior vice president of technology business relations at Fox Networks Group in Los Angeles, and prior to that, he was vice president of broadcast operations in Europe and Africa for Fox Networks Group.
Joyce spent six years at National Geographic Channel International as Vice President of Operations and Production Services. He started his career as a senior editor for Fox’s Latin American channel. Joyce is a graduate of the University of Southern California with a BA in International Relations and Spanish.

Steve Reynolds
Steve Reynolds, President of Imagine Communications — Imagine Communications is a global provider of multiscreen video and advertising management solutions that broadcasters, networks, video service providers and enterprises around the world rely on to support their mission-critical operations. Reynolds brings 25 years of technology leadership in the video industry to Imagine Communications. He has served as CTO of Imagine and Harris Broadcast, SVP of Resident Technology at Comcast, SVP of Technology at OpenTV and CTO at Intellocity USA.
Reynolds holds a master’s degree in computer engineering from Widener University and a bachelor’s degree in computer science from West Chester University in Pennsylvania. As chairman of the AIMS Alliance and a member of SMPTE and SCTE, he is involved in numerous standards-setting bodies in the cable and digital video industries. Reynolds also holds more than 40 patents related to digital video, content security, interactive television and digital devices.

Peter Wharton
Peter Wharton Chief Strategy and Cloud Officer, TAG Video Systems—TAG Video Systems manufactures full IP surveillance systems. Wharton is the founder of Happy Robotz LLC, a media technology engineering, development, and consulting firm focused on creating transformative cloud-based media operations through intelligence, cost management, and highly automated end-to-end workflows , and led the cloud migration project for the U.S. major network.
Wharton has also held a range of live production, product management, technology innovation and business development roles at Grass Valley, Fox and ABC Networks.
He is an SMPTE Fellow and previously served as SMPTE’s Vice President of Membership, Treasurer, and Eastern Region Governor, and has been hosting the Bits by the Bay SMPTE Technical Conference in Washington, DC since 1999.
